chain-builder: resuming a loaded chain silently re-tagged its ticket [fixed 40b1674]

Module: runtime/chain_builder.py. The ticket view-only work first cleared a loaded chain's ticket and unlocked it; on Resume the chain adopted whatever ticket the control then showed, silently re-tagging the run and breaking one-chain-one-ticket. Fix: a loaded chain locks to its OWN frozen ticket and Resume reuses it. Status: fixed in commit 40b1674.
