ticket-tree: fetch_tickets blocked the interactive poll loop up to 8s [fixed 20290a3]

Module: runtime/ticket_tree_view.py. The governed-queue refetch ran synchronously inside the fast poll loop, so a slow-but-reachable congruency (8s urlopen timeout) froze nest/detach for up to 8s. Fix: a background daemon refetches and publishes into a holder the loop reads non-blockingly. Status: fixed in commit 20290a3.
