commission: the lost-ledger reconcile missed closed tickets [fixed]
goal
Module: runtime/commission.py. The reconcile read only OPEN/REQUESTED tickets (ticket.queue), so a commissioning ticket that had been closed was invisible and would be re-filed on a lost ledger. Fix: the ledger is now durable (committed, not gitignored logs/), so it is never lost to a reclone and the reconcile is only a backstop. Status: fixed in the commissioning commit.
