chain-builder: resuming a loaded chain overwrites its run record [OPEN]

Module: runtime/chain_builder.py. Loading a past chain via the 'load chain' picker sets the in-memory record to None while adopting the loaded uid; clicking Resume then fabricates a fresh run record and write_record OVERWRITES logs/chains/<uid>.run.json, destroying the original created timestamp and event history. Contrast Stop->Resume, which preserves the record and appends a 'resumed' event. Fix: on the loaded-chain resume path, read the on-disk record before fabricating one. Status: OPEN (pre-existing; a fix is in progress in a separate session).
